You're both right; he's going to play it open, AND it's in D-flat. Like many other Goats tunes, this one is played tuned 1/2 step down, using the following open chords (when referring to them, I'm going to ignore the flats for ease's sake):

OVER-ALL NOTES:
- There are only three real progressions/strumming patterns: Instrumental Verse, Verse, and Chorus.
- There are two small, but important differences between the two verse parts:
1. The instrumental verse includes the fill.
2. The instrumental verse hits each chord a half-beat early, whereas the vocal verse hits each new chord right on the 1-beat.
- The chorus is easy except the last measure, which (due to the fill being included), has one extra half beat.
